The Governance and Leadership Institute (GLI) of Xavier University recently conducted a seminar-workshop on basic parliamentary procedure to the student leaders of Liceo de Cagayan University (LdCU) and the Pag-asa Youth Association of the Philippines (PYAP) - Region 10 officers with the theme “Basic Language of Leadership” at XU-AVR 8.

Engr Gail de la Rita, assistant to the XU vice-president for Research and Social Outreach, welcomed the youth delegates from LDCU and PYAP from the cities of Cagayan de Oro, Gingoog, Valencia, Malaybalay, Ozamis, El Salvador and the provinces of Misamis Occidental and Bukidnon.

“Parliamentary procedure may be one of the basic languages of leadership; nevertheless, you use these skills and knowledge of procedure to fast track interests for greater social change in your respective communities in the near future,” de la Rita said.

“It is how you communicate your values, regardless of whether or not there is a procedure to be followed,” she added.

GLI director Dr Dixon Yasay, also an alumnus of the 2nd National Youth Parliament (NYP), led the one-day activity with sessions on leadership, organizational values and introduction to parliamentary procedure.

Following Yasay’s discussion, Year of Service volunteer and 10th NYP alumnus Alain Roy Romero spearheaded a simulation on the basic principles of parliamentary procedure and technical discussion on Henry Martyn Robert’s “Rules of Order,” a guidebook on managing meetings and making decisions as an organization.

The event concluded with a mock meeting using Robert’s “Rules of Order” as the parliamentary manual.

GLI first conducted the same seminar-workshop to XU’s Central Student Government officers in collaboration with the Office of Student Affairs - Student Activities and Leadership Development on September 26.
