The Office of Student Affairs (OSA) exists to facilitate the non-academic support services needed to maintain an atmosphere conducive to study and personal development of the students. The following areas of University life are under the care and supervision of OSA:

3. Student Discipline
4. Student Welfare
5. Student Records and Information Services
Being one of the major service units of XU, OSA performs the following functions/ provides the following services:
1. Organizing and facilitation of Orientation Seminar (ORSEM) for first year students and transferees
2. Recognition and supervision of student organizations
3. Regulation of student activities on and off campus
4. Formulation and implementation of Leadership Training Programs for Students
5. Processing and release of Certificate of Good Moral Character to students
6. Processing of student group accident insurance claim
7. Release of University Student ID
8. Processing of Prescribed University Uniform violation clearance, special permits, and exemptions
9. Off-campus housing and dormitory assistance
10. Posting and release of student mail and notices and circulation of University memo
11. Custodian of lost and found items
12. Facilitation of campus tours for visiting institutions
13. Updating and release of University Student Handbook
14. Processing of parking permits and release of gate pass stickers
15. Endorsement for use of University facilities and processing of classroom reservations
16. Approval for posting of notices and posters, and hanging of streamers and banners on campus
17. Monitoring and supervision of official class bell/ schedule
18. Release of student schedule on emergency occasions
Programs and Services
OSA generally oversees the implementation of the following programs related to student welfare and development:
1. Student Assistantship Program. To provide financial assistance to qualified and deserving college students through campus employment, OSA conducts recruitment, screening, and hiring of student assistants who are deployed to the various offices/ units in the main and satellite campuses of XU. Student assistants are not considered casual employees of the University. A monetary allowance approved by the Finance Office is computed based on the number of hours rendered by them. Such monetary allowance is applied on the students’ tuition and matriculation fees. (A complete policy on XU Student Assistantship Program is available at OSA.)
2. Student Assistance Fund (SAF) Loan. Short-term loans for tuition assistance during major exams (except final exam) and allowance for board and lodging are administered by OSA in close coordination with the Finance Office. Loan applications must be endorsed by parents and/ or guardians of the student and approved by the Director of Student Affairs.
3. XU Band Scholarship. OSA supervises the recruitment, screening, and training of band members who qualify for XU Band Scholarship in coordination with the Office of Scholarships and Financial Aid (OSFA). The XU Band Instructor takes care of the auditions and applications for band scholarships while the Director of Student Affairs handles the approval and monitoring of academic requirements.
4. College Students’ Cultural Activities. OSA recognizes the importance of promoting culture and arts. As such, OSA provides assistance to two major student organizations that represent the University in official functions on and off campus – the Xavier University Glee Club (XUGC) and Xavier University Cultural Dance Troupe (XUCDT). Talents are tapped while the skills are honed making the members more competitive and instrumental in promoting the University.
5. Student Activities and Leadership Development (SACDEV). The student activities and leadership development component of OSA is directly involved in assisting students formulate effective organizations and in maintaining a record-keeping system of students organizations. SACDEV also works for the individual development of students through training programs that are in accord towards developing their management and leadership skills.
Under the umbrella of SACDEV are the numerous student organizations such as the Central Student Government (CSG), Crusader Yearbook and Publication, College Councils, Co-Curricular and Extra-Curricular Organizations, and Professional Organizations. Apart from the leadership training programs handled by this component of OSA, SACDEV also provides the students with opportunities for service-learning through its special development program called STREAMS – Pathways to Higher Education which provides academic assistance to financially-underprivileged high school students.
