Xavier University – Governance and Leadership Institute (XU-GLI) held the 3rd roll-out of the training on Balanced Scorecard for Local Government: The Strategic Performance Management System (SPMS) Framework on November 19-21 at the AVR 1 of the XU Old Library.
 
Following the framework of a performance-driven local government, the training started with a workshop on having a strategy-focused organization where the individual performance finds meaning in aligning with the organizational goals and societal goals, particularly poverty reduction of the locality.

The second module of the training focused on strategy execution through SPMS, a performance measurement system of the government implemented by the Civil Service Commission (CSC).  The system has four stages: Performance Planning and Commitment; Performance Monitoring and Coaching; Performance Review and Evaluation; and Performance Rewarding and Development Planning.

Ophelia Salvador, former CSC provincial director, gave the third module on coaching approaches and skills development as the lengthiest stage of the system. Coaching empowers individual employees to better performance, she said.

The participants were members of the Performance Management Teams (PMTs) of the different local government units of Bayugan City (Agusan del Sur), Bislig City (Surigao del Sur), Butuan City (Agusan del Norte), Cabadbaran City (Agusan del Norte), Dangcagan (Bukidnon), Magsaysay (Misamis Oriental), San Fernando (Bukidnon), San Miguel (Surigao del Sur), Tagbina (Surigao del Sur) and Valencia City (Bukidnon).

(I am grateful to have attended this training because it taught me lessons on how to run an LGU effectively through SPMS.)

XU president Fr Roberto C Yap SJ welcomed the participants and described XU’s societal engagement, other than teaching and research, as “non-negotiable component” of a Jesuit University due to its integral importance to achieve inclusive growth.

XU-GLI continues to engage in governance as part of its thematic agenda for greater societal engagement under the Research and Social Outreach (RSO) cluster.
