Xavier University - Governance and Leadership Institute (GLI) held the 2nd roll-out of the training on Local Government Performance Measures (LGPM) on September 17-19 at AVR-1, XU Main Library.

Following the Balanced Scorecard Framework (BSF), the training started with revisiting the long-term plans of the locality and assessing the state of LGU performance using the said evaluation metrics.

This was followed by the strategy formulation and strategy execution utilizing the logical framework of the Strategic Performance Governance System (SPMS), an instrument that aligns employee performance to the goals of the local government. The last part of the training was on the crucial role of coaching in the strategy execution.

The participants of the said training came from the local governments of Claveria, Laguindingan, Opol, Tagoloan, and Talisayan in Misamis Oriental; Baroy, Lanao del Norte; and Talakag, Bukidnon.

XU-GLI director Dr Dixon Yasay, together with Ophelia Salvador, former director of Civil Service Commission (CSC) - Bukidnon discussed on the coaching roles of the SPMS Performance Management Team (SPMS-PMT).

Nakatabang kaayo sa amo ang training kay natagaan og meaning ang among implementation sa SPMS sa LGU [The training has greatly helped us because it gave meaning to the implementation of SPMS in our LGU],” remarked Cecilia Ledon, Human Resource head of Talakag, Bukidnon during the closing testimonial of the training.

XU president Fr Roberto C Yap SJ welcomed the participants. He explained the role of XU as a “school serving society” and the importance of having concrete indicators in measuring organizational success.

The University, through its GLI, continues to engage in governance as a thematic area under its Research and Social Outreach (RSO) cluster.
