Question:

As a Basic Ed faculty member, I am entitled to the variable pay based on my renewed PRC card. Why was it stopped without notice last September?  I renewed it 2 months in advance but I didn’t know that I have to submit the updated one.

The HR staff told me that it can be reinstated on the month HR receives the license. Shouldn’t HR remind each of us to update our licenses so that we will submit it on time?

 

Answer:

Variable pay for required licenses was introduced to provide    incentive for achievement, to facilitate renewal, and to encourage submission of evidence of licenses.

Per guidelines, variable pay “is not guaranteed and must be re-earned.  An additional premium is given for the highest required license as long as the license is renewed or maintained, subject to positive verification of submitted documents.  The premium is not retroactive and is automatically discontinued on the first month of non-renewal of license.”

The PRC ID-License or the original PRC-issued Certificate of Good Standing are considered as primary evidence of valid license.  PRC ID Claim slips are not yet acceptable as these do not indicate license validity and/or expiration dates.  The variable pay automatically ceases upon expiry of license.  No notice or reminder shall be sent our to license-holders.”

These guidelines have not yet been superseded and thus the payroll system automatically stops the variable pay upon license expiry.  License renewal and submission of evidence thereof reamin the sole personal responsibility of each licensee.

In cases such as yours, variable pay resumes after evidence of renewal/update has been verified by BEVPO and received by HRO, but is not retroactive.
