The University’s four-step iterative planning processcontextual analysis, reflection on vision and values, identification of strategic directions, and operational planning—places strong emphasis on stakeholder engagement.

Step 1 involves the conduct of situational analysis of past, present and future of the University to determine internal strengths and weaknesses, issue identification and analysis to determine important trends and external opportunities and threats, and stakeholder analysis to identify, prioritize and map stakeholders. Step 2 consists of activities to revisit the vision, mission, values and guiding principles. Step 3 consists of activities to identify intended outcomes and optimum approaches in terms of strategic university development goals. The step also includes the crafting of strategic objectives, key performance indicators, initiatives and projects. Step 4 consists of developing strategic action plans that may be cascaded at the cluster and unit levels, establishing governance and accountability structure (which covers documentation and reporting mechanism), developing a stakeholder engagement and communication plan, and setting up a continuous quality improvement mechanism (which covers monitoring, evaluation, and learning system).
