Peace and justice lie at the very heart of Xavier University-Ateneo de Cagayan’s mission to form leaders of competence, conscience, and compassion. Guided by its Jesuit roots, the University believes that building just and peaceful societies begins with strengthening the very institutions that uphold truth, accountability, and participation.
In embracing Sustainable Development Goal 16: Peace, Justice, and Strong Institutions, Xavier Ateneo nurtures an environment where integrity governs decisions, dialogue shapes communities, and education becomes a force for ethical leadership. Through transparent governance, active student representation, community engagement, and advocacy for good governance, the University continues to stand as a beacon of peace and principled leadership in Mindanao and beyond.
Governing with Purpose: A Tradition of Shared Leadership
At the heart of Xavier Ateneo’s governance is a deeply rooted commitment to integrity, inclusivity, and accountability. Guided by Jesuit principles of discernment and service, the University’s governance structure ensures that leadership decisions are not only strategic but also anchored in the collective mission to form men and women for others.
The Board of Trustees, composed of fifteen distinguished members—of whom at least eight are Jesuits—represents a balanced spectrum of leadership across academia, business, and social sectors. Trustees are elected through a transparent and participatory process, ensuring that governance reflects both competence and conscience. Amendments to the University’s charter over the years underscore Xavier Ateneo’s responsiveness to evolving educational and societal contexts, strengthening its commitment to ethical leadership and good governance.
The Student Voice in Governance: Building Agents of Democracy
Democratic participation finds a vibrant expression within Xavier Ateneo through its Central Student Government (CSG), the highest governing body representing tertiary-level students. The CSG upholds the dignity, rights, and aspirations of students while forming them as active participants in nation-building. The CSG enacts policies, programs, and advocacy campaigns that foster civic consciousness and student empowerment.
Complementing the CSG are the College Councils, Co-Curricular, and Extra-Curricular Organizations, which cultivate leadership, service, and creativity. The Assembly of Extra-Curricular Organizations further diversifies student engagement by nurturing specialized interests in arts, culture, social awareness, athletics, and community service.
Participatory Model of Institutional Planning
True to its Jesuit identity, Xavier Ateneo embraces an inclusive planning framework that harmonizes top-down strategy with bottom-up participation. The University’s four-step iterative planning process—contextual analysis, reflection on vision and values, identification of strategic directions, and operational planning—places strong emphasis on stakeholder engagement.
In its continuing pursuit of academic excellence and relevance, Xavier Ateneo conducted a comprehensive two-day university-wide curriculum review. The activity brought together faculty, administrators, alumni, students, and industry partners to critically reflect on the design and delivery of the university’s academic programs, reaffirming Xavier Ateneo’s commitment to form competent, compassionate, and committed graduates who are responsive to the needs of the times.
Upholding Integrity, Transparency, Accountability and Academic Freedom
Integrity stands as the cornerstone of Xavier Ateneo’s institutional character. Xavier Ateneo constantly articulates its unwavering stand against corruption, organized crime, and bribery, affirming transparency and ethical responsibility as non-negotiable values of Jesuit education.
In addition, Xavier Ateneo maintains financial transparency through the publication of audited financial statements, which consistently reflect stable fiscal health and responsible stewardship of resources. These audited reports—endorsed with unqualified opinions—demonstrate the University’s commitment to accountability, fiscal prudence, and institutional sustainability.
Furthermore, academic freedom—both for faculty and students—is explicitly guaranteed through institutional policies and the Xavier University-Ateneo de Cagayan Magna Carta of Students Rights and Responsibilities. This freedom allows for the pursuit of truth in research and teaching, fostering a campus environment where intellectual curiosity, critical thought, and social engagement thrive without fear or favor.
From Campus to City Hall: Extending Expertise for Public Good
Xavier Ateneo extends its influence beyond the campus by providing technical advice and policy support to government and community partners. The University President represents the institution as a member of the Cagayan de Oro City Disaster Risk Reduction and Management Council, where Xavier Ateneo’s expertise contributes to local resilience and governance.
Faculty members also collaborate on policy-focused research and outreach. Notably, Prof. Jerelyn Medalla of the College of Agriculture has partnered with the Philippine Institute for Development Studies (PIDS) on community-based agroecotourism research—translating academic insights into evidence-based policy recommendations. The University also conducts capacity-building initiatives for local farmers, cooperatives, and government partners, such as the joint learning exchange with the Lirongan High Value Farmers Association and the Department of Agriculture Region 10, in collaboration with the Jollibee Group Foundation.
Forming Spaces for Dialogue and Youth Civic Engagement
One of Xavier Ateneo’s hallmarks in promoting peace and democratic participation is its provision of neutral and safe spaces for dialogue among diverse political stakeholders. In October 2023, the Department of Mission and Social Involvement under the CSG organized “Pag-ila 2023: Kabataan, Pag-asa ng Bayan”, a youth-led forum for Sangguniang Kabataan (SK) aspirants in Cagayan de Oro.
Educating for Justice and the Common Good
With 91 graduates from its School of Law in 2024, Xavier Ateneo continues to shape professionals committed to justice, peace, and public service. These graduates, grounded in the Jesuit principles of magis and the pursuit of the common good, embody the University’s contribution to just and peaceful societies through education.
Building Just Institutions, Sustaining Peace
In all its undertakings—from governance and student representation to policy engagement and academic integrity—Xavier University–Ateneo de Cagayan embodies the spirit of SDG 16: Peace, Justice, and Strong Institutions.
