1) Organizational Development Program - This program works on building the capacities of community leaders and the organizations where they belong towards self-governance. The Xavier Ecoville Homeowner’s Association is the highest governing body and under it are the different sectoral groups of the community.
Sectoral groups in Xavier Ecoville:
- Youth Club
- Senior Citizen
- Dayong
- Xavier Ecoville Tricycle Operators and Drivers Association (XETODA)
- Persons with Disabilities (PWD)
- Community Health Navigators (CHN)
- Kasilingan Formation Core (KFC)
2) Livelihood Development Program Development - This program implements income- and employment-generating programs for the families to sustain their basic needs and for the cooperative to thrive.
Xavier Ecoville currently has six enterprises:
- Credit & Loan
- Wholesale
- Food
- Manpower
- Sewing
- Agri-Enterprise
3) Knowledge Product Development Program - This program focuses on producing and developing different knowledge products for the project such as training modules and manual of procedures. The Knowledge Products are intended for groups and organizations who will be interested in replicating the framework of the Xavier Ecoville Project to other resettlement communities.

The Xavier Ecoville Project is a special resettlement project located in Lumbia, Cagayan de Oro City for the TS Sendong survivors. Xavier Ecoville is reputed as the first university-led resettlement project in the world. It serves approximately 2,800 people from different barangays of CDO. The community currently has 568 permanent houses, chapel, multipurpose hall, multipurpose cooperative, basketball court and other facilities for its residents.
The projects also works with different stakeholders for effective and sustainable partnerships: (1) the Xavier Ecoville community; (2) Government agencies, especially the Barangay Local Government Unit; (3) Xavier University; and (4) private organizations.
Today, SEARSOLIN continues the work and mission of its founder, Fr. Masterson. The institute is responding to the needs of the development sector of the region, tapping the expertise of Xavier University- Ateneo de Cagayan. It is offering the following:
- Certificate programs on local governance and leadership, resource rights and governance, disaster risk management, food security, social entrepreneurship, project management and monitoring
- Customized trainings in coordination with development programs
