University presidents and delegates from around the world gathered at Nanjing University of Posts and Telecommunications (NJUPT) for the opening ceremony and conference of the new International Research & Network Consortium (IRNC). The event in Nanjing, China, officially launched the Consortium, spearheaded by Shinawatra University, to unite universities worldwide for academic collaboration, institutional growth, cultural exchange, and global research advancement.
Xavier University – Ateneo de Cagayan was represented at the event by XU President Fr Mars P Tan, SJ; Ms Catalina H Gaite, Secretary of the President; and Mr Don Antonio Velez, Executive Assistant to the Office of the Vice President for Higher Education.

Also known as “CIRCLE” (Collaborative International Resource and Cooperative Learning Exchange), the IRNC aims to provide a platform where universities can work together toward common goals. These goals include supporting international cooperation, sharing knowledge and resources, promoting global citizenship, and improving educational fairness. At the opening session, university leaders shared their joint vision and signed membership agreements, following a video that highlighted the event as a firm commitment to ongoing collaboration.

The conference included several sessions focused on both strategy and academics. One of the main sessions was a seminar on Artificial Intelligence (AI) in higher education, led by Prof Liu Qingshan, Vice President of NJUPT. Speakers discussed how AI can help universities develop skilled graduates, create fairer learning environments, and support new ways of teaching and research. It also pointed out how AI can help universities improve education and tackle global challenges.
After the main session, separate panels met to discuss the Consortium’s future plans. Dr Sujin Butdisuwan, Secretary General of the International Consortium at Shinawatra University, led a meeting where members agreed on the Consortium’s official name and approved the use of “CIRCLE” for outreach and branding. Although the group did not choose a final logo, members decided that the Secretariat would work with university public relations teams to create a visual identity that shows inclusivity and cultural diversity among the universities.

The event ended with cultural performances by NJUPT’s Dance Troupe and Folk Orchestra, followed by discussions among member representatives. Delegates from Xavier University reflected on the Consortium’s potential to boost global visibility, attract international students and staff, and improve university rankings through joint efforts. The XU community can significantly benefit from the IRNC as the Consortium offers a strategic avenue to increase their influence and impact on the international academic stage.
