XU Accountancy Professor Dr Virginia Yacapin, CdeO Mayor Hon Oscar Moreno,  XU President Fr Roberto Yap, ABC President Hon Pedro Balite and DILG Director Engr Jane Docallos sign the MOU for the project seeking to digitize the barangay accounting system

Xavier University has partnered with the Cagayan de Oro City Government, the Department of Interior and Local Government (DILG), and the Association of Barangay Captains (ABC) for a curriculum-based Service Learning Project of the students of the College of Computer Studies (CCS) and School of Business and Management (SBM).

Through the linkage, the XU Kristohanong Katilingban sa Pagpakabana – Social Involvement Office (KKP-SIO) introduced the Collaborative Service Learning Program (CSLP) as a sustainable intervention for good governance, which is one of the thematic agenda of XU.

The Memorandum of Understanding for the implementation of the “Updating and Computerization of Barangay Accounting Transaction Project” was signed on Jan 22 at the City Mayor’s Office. The project aims to update the barangays financial records, and build capacity of barangay personnel (treasurers and record keepers) in the implementation of barangay accounting system as mandated by the Commission of Audit. It also aims to establish websites for accounting transaction to the respective barangays. The city government will shoulder the project’s necessary facilities and training expenses, while Xavier University students will provide the software.

During the MOU Signing, Mayor Moreno expressed the need to push the project as he sees the need to enhance the proficiency of barangay officials and personnel in performing their tasks and responsibilities, and equip them with the necessary tools and practices in running the day-to-day affairs of the barangay. Meanwhile, XU President Fr Roberto Yap expressed his gratitude for this opportunity to form students to be men and women for others by involving them in community and public affairs work.

Besides Mayor Moreno and Fr Yap, the MOU was signed by DILG director Engr Jane Docallos, ABC representatives Chairman Lucillo Legaspi (Brgy 15), Chairman Pedro Balite (Brgy Kauswagan) KKP Director Engr Ermin Pimentel, Dr Virgina Yacapin of SBM, and Ms Herabelle Villanueva of CCS.

The signing was witnessed by the city accountant Atty Beda Joy Elot, city budget officer Atty Percy Salazar, Hapsay Dalan chairman Atty Jose Edgardo Uy, city personnel officer Ma Dulce Potenciano of the human resource management office, city social welfare and development officer Teddy Sabuga-a and city information officer Ma Cecilia C. Rivera.
