Last September 26, 2013, XU-GLI staff Recto Mantiza,  Roland Barangot and  Jhenebeth Rejas,  went to Malitbog, Bukidnon to facilitate a General Orientation on the “Malitbog Project” which is in pursuance to the mandate of R.A. No. 9184, otherwise known as “The General Procurement Reform Act”.  Xavier University Governance and Leadership Institute (XU GLI), in partnership with Transparency and Accountability Network (TAN),  is tasked  to hold a series of trainings in five selected barangays of Malitbog Bukidnon on Community Participation in Procurement.  XU GLI, headed by Dr. Dixon Yasay, will also serve as a repository of the needed expertise, knowledge and skills on localized public procurement process.

As a backgrounder of this project, XU GLI, TAN and the Local Government Unit (LGU) of Malitbog met and coordinated the crafting of the criterias that are to be applied in the selection of the 5 beneficiary barangays as well as the 280 or more participants that will soon serve in the implementation and testing of the public procurement process and manuals that are related to the latter respectively. These 280 participants are composed of municipal officers, barangay officials and local Civil Society Organizations (CSOs). The capacity of the participants, with regard to localized public procurement process, will be enhanced by the training programs, thus the implementation of the said law will be carried out effectively and efficiently to their communities (barangays).

The first of a series of orientation trainings will be held on October 7 to 9, 2013 at Xavier University, Cagayan de Oro City. The two-day training will be attended by municipal and barangay officials as well as some members of the local civil organizations from Kiabo and Poblacion of Malitbog, Bukidnon.
