Partners of the Northern Mindanao – Infrastructure Audit Program

On 22 August 2025, the Department of Interior and Local Government - Region 10 (DILG-10) conducted an Orientation on the Infrastructure Audit Program, held at the LimKetKai Luxe Hotel. The event aimed to provide information on the implementation of the Infrastructure Audit Program based on the recent Memorandum Circular No 2025-071. It was also intended to spell out the roles of DILG field offices in mobilizing and coordinating with Local Government Units (LGUs).

The event also underscored the establishment of Local Infrastructure Learning Hubs (LILHubs) and Local Infrastructure Audit Teams (LIATs), in which Xavier University and other partner institutions will play vital roles. LILHubs will serve as support systems that LIATs can tap during the actual conduct of infrastructure audits, as well as in training future auditors on the proper use of the audit tool. In its initial phase, the program will be rolled out in fourteen (14) priority LGUs in Northern Mindanao, focusing exclusively on LGU-owned lifeline vertical infrastructures that are essential for sustaining operations during and after disasters.

The event was capped with the signing of Memoranda of Agreements between DILG-10 and various government and non-government partners, including: the Department of Public Works and Highways (DPWH), the Department of Science and Technology (DOST), the Philippine Institute of Volcanology and Seismology (PHIVOLCS), the Mines and Geosciences Bureau (EMB), the Bureau of Fire Protection (BFP), the Office of Civil Defense (OCD), the Commission on Higher Education (CHED), the Philippine Institute of Civil Engineers (PICE), and Xavier University – Ateneo de Cagayan (XU), among others. XU was represented by: Engr Dexter S Lo, Vice President for Social Development, and Engr Kim Haskell F Cagata, Chairperson of the Civil Engineering Department.
