Dr Junefel Macagba, Assistant to the Vice President for Mission and Ministry and Assistant Professor IV of the School of Education at Xavier University – Ateneo de Cagayan, has successfully qualified to attend the Capacity Building Program for Prospective Regional Lead Assessors (CBP-RLA) in Early Childhood Care and Development Services NC III – Batch III, held on 14 to 17 October 2025, at the National TVET Trainers Academy (NTTA) in Marikina City.

The training was conducted by the Technical Education and Skills Development Authority (TESDA) and brought together participants from accredited TESDA training centers, UP Diliman, state universities and colleges (SUCs), private training institutions, and colleges from various regions across the country. Dr Macagba was among the select invitees of TESDA Deputy Director General for TESD Operations, Vidal D Villanueva III, and TESDA Secretary/Director General, Jose Francisco “Kiko” Benitez.

The Capacity Building Program aims to equip prospective Regional Lead Assessors (RLAs) with the knowledge and skills to conduct standardized competency assessments aligned with the Competency Assessment Tools (CATs) for Early Childhood Care and Development Services NC III (ECCDS NC III). It also strengthens the national network of assessors responsible for maintaining quality standards in early childhood education and development.

The training began with an orientation on the program overview, expected roles of RLAs, and a pre-test to gauge participants’ mastery of ECCDS NC III competencies and assessment procedures. Participants revisited the Competency Standards for ECCDS and learned to link these standards to competency-based assessment frameworks. These sessions became the foundation for the participants’ own assessment toward achieving ECCD Services NC III.

Dr Macagba successfully passed the rigorous assessment conducted by TESDA and its National Experts alongside the Regional Lead Assessors who did their loading. The Competency Assessment Tool was developed by TESDA through the National Lead Trainers and Assessors. Reflecting on her experience, she shared her enthusiasm for the opportunity:

“I am excited because this certification is a stepping stone to better help and assist our Child Development Teachers (CDTs) in the city. Being officially endorsed by TESDA comes with greater responsibility—to make ethical decisions and sound judgments when assessing potential candidates and supporting our educators’ professional growth.”

Filled with gratitude, Dr Macagba celebrates her successful completion of the program and the opportunity to
contribute meaningfully to the field she deeply values.

Beyond the certification, Dr Macagba expressed deep appreciation for the network and collaboration built among fellow educators and assessors from various regions. The exchange of perspectives and practices enriched her understanding of early childhood care and strengthened her resolve to contribute meaningfully to local and regional initiatives in teacher development.

Through this new role, Dr Macagba continues to embody Xavier University’s mission of forming persons for others—committed to service, integrity, and the holistic development of the Filipino learner.
