A faculty member of Xavier University – Ateneo de Cagayan contributed to national discussions on governance and public sector excellence as Jhon Louie B Sabal, Assistant Professor of the Department of Economics served as a resource speaker in the webinar “Strong Skills, Strong Service: Developing Technical Competence for Public Service Excellence” on 4 February 2026.

Organized by the Ateneo School of Government Executive Education Program, the two-hour online event gathered around 1,200 participants from across the country, including national and local government officials, program managers, and development practitioners. The webinar emphasized how technical competence enables better decision-making, strengthens accountability, and enhances collaboration in public service.

Sabal delivered the third session of the program, focusing on Collaborative and Adaptive Service Delivery—a critical but often underemphasized dimension of technical competence.

His presentation underscored the evolving role of public service professionals as collaborators and problem-solvers who must work across sectors to address complex and interdependent development challenges.

He emphasized that collaboration is not simply a soft skill, but a technical capability grounded in concrete tools and practices. These include stakeholder mapping, partnership design, and contract and performance management systems that help align actors and ensure accountability. Sabal highlighted that when applied effectively, these tools enable public institutions to manage partnerships responsibly while safeguarding the public interest.

Addressing common challenges in cross-sector collaboration, he pointed to issues such as coordination gaps, misaligned incentives, and trust deficits. He stressed that technical competence allows public servants to navigate these challenges by clarifying roles, aligning objectives with measurable outcomes, and maintaining transparency in engagements with partners.

The webinar was anchored on the premise that strong institutions are built through strong technical practice. Alongside sessions on policy diagnostics and results-based management, Sabal’s contribution reinforced the importance of collaboration as a core competency that connects analysis and implementation to real-world outcomes.

Participants left the session with practical, practice-oriented insights on how to strengthen collaboration, improve service delivery, and enhance institutional performance within their respective roles.
