Xavier University - Governance and Leadership Institute (GLI) through its director Dr Dixon Yasay gave a lecture on quality local legislation on October 27 at the University of the Philippines - Diliman.
The lecture was part of the training program under the National College of Public Administration and Governance - Center for Local and Regional Governance (NCPAG-CLRG) and was attended in by almost a hundred local officials from different government units in the country.
With his background on balanced scorecard, Dr Yasay has developed a legislative scorecard based on the quality local legislation framework – representation, law-making and oversight – the key functions of the legislators.
Yasay has pointed out that quality local legislation is the major strength of local governance and that poverty reduction in the locality is a result of these key functions if government resources are used well for the benefit of the people, especially the poor and marginalized.
Dr Yasay is a regular lecturer at UP-Diliman on the areas of leadership and governance.
