“[I find the] training very ‘meaty' for many points of reflection. I appreciated SPMS (Strategic Performance Management System) for the first time,” a statement left by one of the participants of Cabadbaran City during the Performance Management Training (PMT) on March 19-20 at the AVR 8 of Xavier University.

PMT is anchored on the Balanced Scorecard, an effective performance management tool not just in the business world but as well as in the local government units. It provides guidelines and strategies in order to align and achieve the goals of the LGUs.

Strategic Performance Management System (SPMS) is “a mechanism that links employee performance with organizational performance to enhance the performance orientation of the compensation system. It ensures that the employee achieves the objectives set by the organization and the organization, on the other hand, achieves the objectives that it has set as its strategic plan.”

XU - Governance and Leadership Institute (XU-GLI) director Dr Dixon Q Yasay, the main trainer, gave in-depth sessions on the Balanced Scorecard.

Learning from his own experiences as a former mayor, Dr Yasay shared his insights to the LGUs to push for a new paradigm and discourage traditional norms of local governance.

The 2-day training was exclusively conducted for LGU of Cabadbaran City, participated in by City Mayor Dale Corvera, their department heads, and performance management team. 

XU-GLI continues in advancing its direction to improve the leadership and governance of the LGUs not just in Region 10 but also extending its mission to capacitate local leaders in the sphere of Mindanao.
