Government officials and employees from various local government units (LGUs) in Mindanao underwent training in Balanced Scorecard for Local Government – Strategic Performance and Management System conducted by Xavier University’s Governance and Leadership Institute (XU-GLI).

The training, held from June 24-26 at the XU-AVR1, was participated in by 26 government officials and employees from 8 LGUs, namely Davao del Norte, Davao del Sur, Misamis Oriental, Misamis Occidental, Camiguin, Lanao del Norte, Agusan del Sur, and Compostela Valley.

It was anchored on the unification of knowledge and power through the Strategic Performance and Management System (SPMS).

Instituted by the Civil Service Commission, SPMS facilitates the alignment of employee performance with the goals of the LGU.

The training included an orientation on the SPMS, identification of measures of organizational success, and guidance on the application of coaching for better system implementation.

XU-GLI director Dr Dixon Yasay underscored the need to make the local and national government programs “performance-driven.”

“GLI is an enabler,” Yasay said. “We develop training modules, we run workshops to capacitate the local government, and help the national government.”

Recognizing that the “solutions are already present in the LGU,” XU-GLI continues to conduct capacity-building interventions and produce toolkits to guide local leaders toward an effective and inclusive management of their programs.

“For the future, we could have long-term engagements in terms of tracking performance, providing skills for the employees and strategizing employment,” Yasay continued.

XU-GLI pushes for the empowerment of public servants and organizations in collaboration with other units under XU’s Research and Social Outreach (RSO) cluster and partner institutions.
