The Philippine Councilors’ League (PCL) of Region 13 sought Xavier University – Governance and Leadership Institute (XU-GLI) to enhance their marketing strategies for effective local legislation during the regional assembly of PCL held in Butuan City last month. 

GLI director Dr Dixon Yasay gave a two-hour interactive lecture on marketing strategy, which focused on how to bring legislation to the public. He emphasized public engagement as a good approach in increasing political capital by sharing some campaign techniques. Two important points that were comprehensively discussed were the campaign message and the targeting techniques.

More than 200 city and municipal councilors joined in the assembly, which was led by Butuan City councilor lawyer Jaime Cembrano Jr.

This year’s assembly highlighted the key role of local legislators in promoting environmental protection.

PCL-National chairperson Alma Moreno was one of the keynote speakers.

Moreno also invited Yasay to join the PCL National Directorate Assembly in December 2016 in Manila to give the same presentation to the national officers of the PCL.

GLI’s goal is to capacitate policymakers of different local government units for an effective local governance.
