The Governance and Leadership Institute (GLI) of Xavier University conducted recently a seminar-workshop on Robert Kaplan and David Norton’s “Balanced Scorecard” and Peter Senge’s “Learning Organization” for development and management officers of various local government units.

The Balanced Scorecard is a strategic planning and management tool introduced by Kaplan and Norton of Harvard Business School, which translates the organization’s strategic plan from a document into action points for daily operations. This framework does not only provide performance metrics, but also helps the organization identify what should be accomplished and measured.

Meanwhile, Senge’s Learning Organization highlights the values of people’s commitment and capacity, and emphasizes employees’ intrinsic satisfaction from their undertakings.

The participants of the said event were municipal administrators, planning and development officers, human resources and development officers, and performance management team members from the LGUs of Aleosan, South Cotabato; Alicia, Zamboanga Sibugay; Cabanglasan, Bukidnon; Cantilan, Surigao del Sur; Kitcharao, Agusan del Norte; Labangan, Zamboanga del Sur; Magasaysay, Misamis Oriental; and Mati City, Davao Oriental.

The two-day seminar-workshop, held on November 19-20 at XU-AVR8, was aimed at enhancing LGUs’ implementation of their Strategic Performance Management System, a tool that helps create a work environment where civil servants — from executives to administrative aides — are capable to link individual and office performance with their organizational and greater societal goals.
