The Governance and Leadership Institute (GLI) conducted an appreciation workshop on the Army Transformation Roadmap (ATR) for the trainers of the Armed Forces of the Philippines – Mindanao Engineering Brigade at Mantangale - Alibuag Beach Resort, Balingoan, Misamis Oriental this May.

ATR is an 18-year strategic plan that aims to transform the Philippine Army into a credible, reliable, responsive, more capable and more professional Army committed to its mandate of serving the people and securing the land. ATR outlines the parameters and necessary steps to be undertaken in order to provide sustainable solutions to the problems at hand.

The Philippine Army acknowledges the relatively slow implementation of the ATR caused by its weak understanding and appreciation, coupled with competing requirements and priorities of offices, units, and personnel. Thus, the appreciation workshop is aimed at the trainers who will carry out aggressive ATR information and advocacy campaign and conduct cascading workshops to align the critical offices and units with the ATR goals and thrusts.

“The ATR is very much anchored on the principles and framework of Balanced Scorecard,” said GLI Director Dr. Dixon Yasay.  Balanced Scorecard is an effective performance management tool not just in the business world but as well as in government and non-government organizations. It provides guidelines on and strategies in aligning and achieving the goals of the organizations.

Using the Balanced Scorecard as framework, GLI has facilitated a number of trainings in strategic planning, appreciation workshop, and performance review for the different government and non-government organizations in Mindanao.
