Government officials and employees from various local government units (LGUs) in Mindanao underwent training on performance management for local government conducted by the Governance and Leadership Institute (GLI) of Xavier University.

The training, held on September 29-30 at the XU-AVR1, was participated in by 36 government officials and employees from six LGUs, namely, Ipil, Zamboanga Sibugay; Manolo Fortich, Bukidnon; Sibagat, Agusan del Sur; Sibuco, Zamboanga del Norte; Villanueva, Misamis Oriental, and the provincial government of Surigao del Norte.

The training was anchored on Balanced Scorecard, a strategic planning and management tool introduced by Robert Kaplan and David Norton of Harvard Business School. The scorecard translates the organization’s strategic plan from a document into action points for daily operations. As a framework, it is not only providing performance measurements, but also helping the organization identify what should be done and measured.

The training included an orientation on the Strategic Performance Management System (SPMS) of the Civil Service Commission, identification of measures of organizational success, and guidance on the application of coaching for better system implementation. ∎
