With the rising number of cases in the country, the city government of Cagayan de Oro is compelled to impose a stricter form of the stay-at-home order from the previous executive order (EO #48). 

The community quarantine is implemented to limit movements of civilians, especially high-risk individuals, to accessing basic necessities in hopes of bringing positive results in curbing the rise of infected COVID-19 patients. 

High-risk individuals include those who are 60 years old or above, have compromised immune systems or comorbidities, and pregnant women.

In addition to the places ordered to be closed down in EO #48, this executive order also imposed the closing down of public swimming pools, bars, schools, gyms, basketball courts, and other similar sporting establishments.
